Sr HUI Siu Wai, JP

biography +
Mr HUI joined the Hong Kong Government in 1978 as a Student Building Surveyor. He has worked in a wide range of posts in the then Buildings Ordinance Office, the Building Development Department, the Buildings and Lands Department and currently the Buildings Department. In 2001, he was seconded to the Security Bureau of the HKSAR Government and assumed the position of the Principal Assistant Secretary/Special Duties for a year, with the primary responsibility of overseeing aviation security. He took up the post of Director of Buildings in March 2014.

Mr HUI attended the Study Programme for Mid-Career Officers of the Hong Kong Government at the University of California Berkeley, USA in 1996; the China Studies Course at the Tsinghua University, Beijing in 2002; the Advanced National Studies Programme at the National School of Administration, Beijing in 2006. In 2009, he attended the Advanced Management Programme at INSEAD, France.

Mr HUI holds a Master Degree of Science in Interdisciplinary Design and Management from the University of Hong Kong. He has been a member of the Hong Kong Institute of Surveyors since 1984.

Ir CHAN Chi Chiu

Ir CHAN Chi Chiu is a professional civil engineer. After graduation from The University of Hong Kong in 1976, Ir CHAN worked in the then Highways Office and Drainage Division of the HKSAR Government for two years, and then continued his engineering career in the Water Supplies Department. He had been involved in the planning, design and construction of new waterworks projects, operation and maintenance of the water supply and distribution system, and the provision of customer services. In 2008, he was transferred to the Civil Engineering and Development Department, taking charge of the planning, management and implementation of development and infrastructure projects in the North and West New Territories. From September 2010 to February 2014, he was the Director of Drainage Services, overseeing all aspects of wastewater and stormwater drainage services, covering capital projects for new infrastructure, improvement works to existing assets, operation and maintenance of existing systems and facilities, and collection of sewage services charges.

Ir CHAN is very active in professional and community services. He is currently the Honorary Fellow of the Chartered Institution of Water and Environmental Management and an Adjunct Professor of the Department of Civil and Environmental Engineering, The Hong Kong University of Science and Technology.
Ir CHIN Chi Keung, Cyras

Mr. Cyras CHIN Chi Keung is currently a director of Hsin Chong Group of Companies with responsibility for managing the operation of the Building Division in Hong Kong. He has acquired over 31 years of solid experience in the field of building structural design and project management. He is serving as Vice President of the Hong Kong Construction Association, Ltd. and a member of the Mandatory Provident Fund Industry Schemes Committee.

Mr Chung KM, Paul is a qualified engineer, registered construction manager and accredited mediator with abundant experiences in construction engineering and management, property development and management, and corporate management. Paul has been taking the directorate positions with overseas and local corporations which widely covers industrial, residential and commercial construction and development. Over the years, he has been actively serving the community and construction industry by participating different Councils, Boards and Committees in regards to education, training, and green and sustainable construction. Paul is currently serving Hong Kong Poly University, Vocational Training Council, Green Building Council, Institution of Hong Kong Construction Managers, Hong Kong Quality Assurance Agency and some others.
Sr HO Kui Yip, Vincent

Sr Ho is the Managing Director of Freevision Limited. He set up Freevision Limited in 2005 providing property related consultancy services. Sr Ho was qualified in 1991 as a Professional Building Surveyor of the Hong Kong Institute of Surveyors. Since qualification, he had worked for a local developer, Henderson Land Company Ltd and a prominent surveying consultant, David C Lee Surveyors Ltd before commencing his own venture.

During the past years, Sr Ho has involved in over 300 projects with a wide range of nature comprising high-rise residential complexes, low-rise prestigious housing, composite commercial / residential developments, composite industrial / office developments, shopping arcades, offices, schools, hotels and service apartments in Hong Kong and PRC.

Sr Ho is specialized in property development, project management, development planning and study, feasibility study and administration of plans submission under the Buildings Ordinance and Lease. He is also experienced in interpretation and application of the Buildings Ordinance and allied legislation and also expertise in building surveying, maintenance, building upgrading and contract dispute resolution.

Currently, he is the President of The Hong Kong Institute of Surveyors (HKIS) (2014-2015). He also serves boards and committees for the HKSAR government. He is the member of HKTDC Infrastructure Development Advisory Committee; member of the Independent Police Complaints Council; member of Town Planning Appeal Board; member of Solicitors Disciplinary Tribunal Panel; member of Building Sub-committee of LBAC; member of Licensing Appeal Board; member of Technical Committee for the COP for MBIS and MWIS; member of Technical Committee for the COP for Fire Safety in Buildings; member of Fire Safety Committee and member of Advisory Committee for FS (Buildings) Ordinance and FS (Commercial Premises) Ordinance; In 2011, Sr Ho was elected as the member of the Election Committee of HKSAR.

In the past, Sr Ho had served the Building Appeal Tribunal; Wanchai District Council – Building Management Task Force; Building Safety Loan Scheme Vetting Committee; Committee on Sales Descriptions of Uncompleted Residential Properties; Building Safety Improvement Loan Scheme Vetting and Approval Sub-Committee; Professional Green Building Council – Board of Sustainability; Technical Committee for the Code of Practice for Demolition of Buildings; Inspectors Registration Committee Panel and Inspectors Registration Committee; Clubs (Safety of Premises) Appeal Board; Bedspace Apartments Appeal Board; Hotel and Guesthouse Accommodation Appeal Board and Authorized Person Registration Committee.
Mr LEUNG Koon Kee, JP

Mr KK Leung is a surveyor by profession. He joined the Hong Kong Civil Service in 1980 and became Director of Architectural Services in 2011.

The Architectural Services Department has an establishment of approximately 1800 staff comprising 500 building professionals, 900 technical and site supervisory staff and 400 general grade supporting staff.

Mr Leung's responsibilities include the development, construction and maintenance of government buildings and facilities in the Hong Kong Special Administrative Region. The Architectural Services Department also acts as technical advisor to the government on construction practices, heritage conservation, sustainable construction and subvention projects.

The Architectural Services Department promotes best practices and standards in design, construction and maintenance; and has full commitment on occupational health, construction site safety and environmental responsibilities.
Mr Leslie LU
Principal, Hong Kong Design Institute

Mr. Leslie Lu received his Master of Architecture Degree from Yale University, and was the recipient of the Japan Ministry of Culture Monbusho Scholarship, where he conducted research in design and urban theory in Tokyo, Japan.

Mr. Lu, presently serves as the Principal of Hong Kong Design Institute & IVE (LWL) and the Academic Director of Design Discipline in VTC. Prior to joining HKDI, he was the Head of the Department of Architecture, The University of Hong Kong;

Mr. Lu was Visiting Professor at Yale University and Delft University of Technology. Mr. Lu lectured and served as design critic in major international universities including Columbia University, Delft University of Technology, Princeton University, Yale University, Shenzhen University, Tongji University, Tsinghua University and the Chinese University Hong Kong.

Mr NG Wing Shun Vincent, JP

President, Vincent Ng, graduated with Distinction from The University of Hong Kong and is a Founding Director of AGC Design Ltd. Since he joined the Institute in 1987, he has served on Council, Boards and Committees, including as Vice President (2005-2006) and Vice Chair (2006-2008) of the HKIA and Architects Registration Board respectively. Over the years, Vincent has been active in public service and has taken up many key positions in Government Advisory Boards/Committees including the Harbourfront Commission, Urban Renewal Policy Review Steering Committee and Biodiversity Strategy Action Plan Steering Committee. He is a column writer in local media and engages widely in public consultation on many professional issues calling for community input and participation. He was appointed Justice of the Peace on 1 July 2014.
Prof WANG Wei Jen
Head of Department & Professor, Department of Architecture, The University of Hong Kong

Wang Weijen, Professor and Head of the Department of Architecture at the University of Hong Kong, graduated from UC Berkeley and Taiwan University. His design projects won several AIA Design Awards and Far Eastern Architectural Award, as well as Green Building Award and HKIA Award, and were exhibited at venues including Taipei Museum of Modern Art, Beijing Architecture Biennale, Shenzhen Biennale of Architecture and Urbanism, and Venice Architecture Biennale of 2008. He was also the curator of 2007/2008 Hong Kong –Shenzhen Biennale of Architecture and Urbanism.

His research mainly focuses on Chinese architecture and cities, including the transformation of courtyard typology, urban fabric and public spaces of Chinese historical and contemporary cities, typology of Chinese temple. He was a Visiting Associate Professor at Department of Architecture of MIT in 2008-2009. His recent publication include Re-fabricating Cities: A Reflection (2010), Re-generating Patio: Study of Macau Historical Urban Fabric (2011), and special issue by Taiwan Architect 185 and UED 053: Urban Courtyardism: Design Works by Wang Weijen in 2011.
