Mr YU is a professional building surveyor and a member of the Royal Institution of Chartered Surveyors and Hong Kong Institute of Surveyors. He has been working in the government for over 30 years, mainly in the administration of the Buildings Ordinance on the control of new private building developments and existing private buildings.

Ir Peter K. W. Mok

In the same year 1972, Ir Mok qualified as a Chartered Structural Engineer and obtained his M. Sc.Degree in UK. He had over 40 years of successful working experience in the engineering industry both in UK and HK, as structural and bridge design engineer in UK, structural engineer in the HKSAR Government, set up and operated his own structural consulting firm and several construction and specialist companies. He had also worked for one of the largest property developer in HK and an Entertainment Group in Macau as Construction Director.
During his professional career, Ir Mok had sat on various Building related Government Committees. He was Chairman of VTC Building and Civil Engineering Training Board for 9 years, Vice-President of the Hong Kong Construction Association, President and Honorary President of the Hong Kong Institute of Construction Managers, Chairman of the Hong Kong Quality Assurance Agency, Fellow Member of the Hong Kong Institution of Engineers and was inducted to the HKIE Hall of Fame 2010, Adjunct Professor in the Department of Building and Real Estate of the Hong Kong Polytechnic University for over 15 years.
Ir Mok retired in 2007. He has then contributed his time and effort in community services. Presently he is a member of the Hospital Governing Committee of the Prince of Wales Hospital, member of the Subcommittee on Quality and Safety of the Northern District Hospital, and member of the Hong Kong Kidney Foundation.
Since retirement, Ir Mok has written and published 6 books on different subjects, covering Building, Corporate Social Responsibility, Retirement and ‘Qigong’.

Mr Kenneth Foo

Kenneth Foo was appointed Executive Director of Hongkong Land Limited on 1st January 2016, overseeing all the Company’s property management activities. He was previously Head of Building Operations, Property Management.
Mr Foo first joined Hongkong Land in 1998 and has served in a number of capacities for the Company. In his role as Head of Building Operations, he was responsible for the operations and management of prime developments in Hong Kong. During this time he ensured adherence to world-class standards and created safe, sustainable environments for tenants.
Prior to that, he was Director of Facilities Management for Raffles Quay Asset Management in Singapore, where he was responsible for the property management functions of the Marina Bay Financial Centre and One Raffles Quay developments.
Mr Foo has extensive experience in property management and engineering services. Throughout his career he has served as a consultant and project manager for contractors and developers in New Zealand, Indonesia, Thailand and Singapore. He is Past President of the International Facilities Management Association (Singapore Chapter) and a member of the Technical Consultative Panel of the BCA (Building and Construction Authority).
Mr Foo graduated with honours from Auckland University in New Zealand with a Bachelor’s Degree in Engineering, majoring in Electrical and Electronics Engineering. He is currently the 2018/2019 President for The Hong Kong Chapter of International Facility Management Association (IFMA), and a member of the Board.

Ir C. S. Ho

Ir C. S. Ho has served as a member of the Governing Council of HKQAA for years, and has taken the role as Chairman since late 2019. He is a member of the Hong Kong Council for Testing and Certification, the General Manager of The BEAM Society Ltd, and an independent Non-Executive Director of Accel Group Holdings Limited.
He previously worked with the Hong Kong Housing Authority as the Chief Building Services Engineer, heading the Building Services Section, responsible for the design and construction of BS installations at public housing estates and ancillary facilities.
He is a chartered engineer, a Fellow of the Chartered Institution of Building Services Engineers and a member of the Hong Kong Institution of Engineers (HKIE), having served as a committee member of its Electrical and Building Services Divisions.
He is also a barrister-at-law, and an Honorary Principle Lecturer of the University of Hong Kong.

Cr Eddie Lam

Mr. Lam Kin Wing Eddie (“Mr. Lam”), is the Chairman and Chief Executive of Techoy Construction Company Limited and of Thelloy Development Group Limited whose shares are listed on the Main Board (Stock Code: 1546).
Mr. Lam has over 42 years of experience in the building construction industry of Hong Kong and possesses extensive experience in planning, operating and managing construction projects of various sizes and nature. He joined the Group as a director in March 1995 and is responsible for overall business strategy and major business decisions of the Group. He was the president of the Hong Kong Institute of Construction Managers between 2014 to 2016. Currently, he is the chairman of the Building, Civil Engineering and Built Environment Training Board of Vocational Training Council, the director of Hong Kong Quality Assurance Association, and First Vice President of Hong Kong Construction Association.

Mrs Sylvia Lam, JP
Director of Architectural ServicesArchitectural Services Department, HKSARG
Born and educated in Hong Kong, Sylvia graduated from the Faculty of Architecture in the University of Hong Kong before joining the Architectural Services Department in 1996. She is now the Director of the Department with business area covering the development, construction and maintenance of government buildings and facilities. The Department has about 2,000 staff, with an annual project expenditure of about $16 Billion. The maintenance portfolio consists of 8,000 government premises amounting to 32,000,000 m2 floor area.
In the past 30 years of her services in the Department, Sylvia has been involved in a wide spectrum of projects. The most memorable ones are the Dr. Sun Yat-sen Museum, Tamar Development Project and the Hong Kong Children’s Hospital.
Mrs. Lam has special interest in the application of innovation and technology (I&T) such as big data, IoT, BIM to rejuvenate various construction and design processes for continuous improvement. The Department started a ‘Corporate Intelligence’ initiative to comprehensively review how I&T applications can further improve the working efficiency, thus enhancing a better services to the public.
Sylvia is also a Member of The Hong Kong Institute of Architects and is actively involving in the Institute as Member of the Board of External Affairs.

Prof. Lee Chack Fan, GBS, SBS, JP

Prof. Lee is a specialist in geotechnical and hydraulic engineering. He was elected a Fellow of the Canadian Academy of Engineering, Hong Kong Academy of Engineering Science and Academician of the Chinese Academy of Engineering. He was Pro-Vice-Chancellor (Vice-President) of The University of Hong Kong, Director of the School of Professional and Continuing Education and Chair Professor of Department of Civil Engineering, HKU. He is the President of the Chu Hai College of Higher Education, also the Chairman, Board of the Hong Kong Institute for Promotion of Chinese Culture; Director, Jao Tsung-I Petite Ecole, The University of Hong Kong; Chairman, Chinese Medical Council of Hong Kong; Chairman, Hong Kong Institute of Construction Management Board and Vice Chairman, Board of Hong Kong Palace Museum, West Kowloon Cultural District. He was appointed a Justice-of-the Peace in 2003 and awarded the Silver Bauhinia Star and the Gold Bauhinia Star in 2005 and 2013 respectively.

Mr Li Kwok Hing Felix FHKIA, RA

Felix Li is a Director with TFP Farrells. Since joining Farrells at 2006, he has been responsible for implementing projects by leading planning/design review, project management and contract administration. He joined The Hong Kong Institute of Architects (HKIA) and Architects Registration Board (ARB) in 1995 and also registered as an Authorized Person in the same year. He obtained the PRC Class 1 Registered Architect Qualification in 2006.
He is a Fellow of HKIA since 2013 and has been elected as Council of HKIA since 2013. He was the Co-Chair of Board of Mainland Affairs in 2013, leading the Board to liaise with relevant Mainland government departments and local professional institutes. He led two researches on “Comparison of architect’s role in Hong Kong and Mainland” and “The PRC legislation and taxation frameworks for architects practicing in Mainland China”. He was the Deputy Chair of Board of Educational Affairs in 2015 and involved in the HKIA/ARB Professional Assessment and local HKIA/ARB accreditation activities. He was the Vice President of HKIA between 2017-18.
He is the current President of The Hong Kong Institute of Architects.

Sr Shiu obtained a BSc (Hons) in Surveying and Mapping Sciences and MSc in Public Administration and Development in the United Kingdom. On professional qualifications, she is Fellow of the Hong Kong Institute of Surveyors and Royal Institution of Chartered Surveyors, Authorized Land Surveyor, Registered Professional Surveyor (Land Surveying), Construction Industry Council Certified BIM Manager and Accredited (HKMAAL) General Mediator.
Sr Shiu is currently the Head of Spatial Data Office of the Development Bureau of the Government of the HKSAR, and has been contributing her expertise by taking up various roles in the professional institutes both locally with the Hong Kong Institute of Surveyors as Senior Vice-President, Chairman of the Surveyors Registration Board, and internationally with the International Federation of Surveyors as Chair of Commission 1 on Professional Standards and Practice, and the Chinese Society for Geodesy, Photogrammetry and Cartography as Executive Member.

Mr Sit Wing Hang, Alfred, JP

Mr. Alfred Sit is the Director of the Electrical & Mechanical Services Department of the Government of the Hong Kong Special Administrative Region. He leads over 5,000 staff in EMSD to undertake two portfolios of task. Firstly, he is responsible for promoting energy efficiency and conservation as well as application of renewable energy in Hong Kong, and for ensuring public safety on using electricity, gas, railway and other electrical and mechanical installations. Secondly, he administers over HK$6 billion engineering business annually in providing professional and quality services to more than 100 government departments and public bodies in Hong Kong.
Mr. Sit is an electrical engineer by profession and has over 30 years' experience in public administration. He has represented Hong Kong in the Energy Working Group of APEC and other international bodies. He is also active in professional institutions and is now a fellow member of the Hong Kong Institution of Engineers. He has served as the President of the Hong Kong Institution of Facility Management and Chairman of the Biomedical Division of the Hong Kong Institution of Engineers.

Ms YU Chun
Vice President, The Hong Kong Institute of HousingMs YU is a seasoned practitioner with over 30 years of experience in the industry. Starting her career as Housing Assistant in the Housing Department, her extensive management experience covers both private and public housing sectors as well as various types of related developments. She is the Chief Executive Officer of Good Excel Property Consultants Ltd. since 2009.
The company employs over 1,300 employees providing comprehensive services not limited to property management but also building maintenance and project management to over 67,000 residential units and a number of non-residential buildings.
Prior to that, Ms. Yu served the Urban Group for 8 years with last position of Deputy Group Operation Manager and the Hong Kong Housing Society for 7 years as General Manager.
On public service, she is the Vice President of the Hong Kong Institute of Housing and she represents the Institute as a Member of the Industry Consultative Network (Property Management & Security) at Employees Retraining Board, and as a Member of Task Force of Technical Committee of HKBRFSL, URA. She is also a Board Member of the Housing Managers Registration Board and the Honor Secretary of the Hong Kong Association of Property Services Agents.

Ir Ringo YU is the President of The Hong Kong Institution of Engineers. He is a Registered Professional Engineer in Civil, Geotechnical and Structural Disciplines. He is the Founder and Managing Director of Fraser Construction Company Limited.
With over 30 years of experience working for the consultants and contractors, Ir YU is actively serving the engineering profession and the Hong Kong community in different public bodies. He is also a member of the Construction Industry Council and Engineers Registration Board. In 2016, Ir YU was awarded the Bauhinia Leadership Volunteer Award by the Agency for Volunteer Service in recognition of his outstanding contribution and achievements in volunteer service.
